本文从介绍我国公路运营管理现状入手,指出公路管理的特征、职能等;从各方面进行分析,优化组合,促进公路行业在“建、养、管”等方面健康、和谐发展。同时运用人力资源开发的有关基础理论并结合目前我国人力资源开发的现状,重点探讨了我国人力资源开发的优化模式及作为公路运营管理的单位在人力资源开发方面应采取的对策。
This paper starts with the introduction of the current situation of highway operation and management in our country, points out the characteristics and functions of highway management, analyzes and optimizes the combination from all aspects, and promotes the healthy and harmonious development of the highway industry in terms of construction, maintenance and management. At the same time, by using the basic theory of human resource development and combining with the present situation of human resource development in our country, the optimization model of human resource development in our country and the measures to be taken by human resource development as the unit of highway operation and management are discussed emphatically.
