各市、县(区)人民政府,省计委、经贸委、财政厅、国土资源厅、建设厅、环保局、法制局,中石化福建石油分公司:炼化一体化项目是我省重中之重的工业项目,成品油销售合资项目是炼化一体化项目的重要关联项目。为促进炼化一体化合资项目的落实,各级各有关部门要从大局出发,切实做好合资项目加油站用地规范化工作,加快推进炼化一体化项目建设。现将有关事项通知如下:一、规范项目用地手续成品油销售合资项目涉及加油站的现有用地,按用地方式,分门别类,妥善处理:(一)属于国有划拨用地的,按国家有关规定,由当地市、县国土资源行政主管部门给予办理土地出让手续,并按其它商服用地确定应补缴的土地出让金。(二)依法取得的集体非农建设用地,参照我省集体非农建设用地流转试点的有关政策转为国有 Municipal, County (District) People’s Government, Provincial Planning Commission, Economic and Trade Commission, Department of Finance, Land and Resources Department, Construction Department, Environmental Protection Bureau, Legal Affairs Bureau, Sinopec Fujian Petroleum Corporation: Refining and Petrochemical Integration Project is the most important task in our province The industrial projects and joint ventures of refined oil sales are important related projects of the integrated refining and chemical project. In order to promote the implementation of the joint venture project of refining and chemical integration, all relevant departments at all levels must proceed from the overall situation, do a good job in standardizing the use of land for joint-venture gas stations, and accelerate the construction of integrated petrochemical projects. The relevant matters are hereby notified as follows: 1. Regulating land use procedures for the project The sale of finished oil products in joint ventures involves the existing land of the gas station. According to the method of land use, they are categorized and properly handled: (1) If it belongs to a state-owned land allocated for land use, according to relevant state regulations, The local municipal and county land and resources administrative departments shall grant land transfer procedures and determine the land transfer fees that should be paid in accordance with the locations of other businesses. (2) The collective non-agricultural construction land acquired according to law shall be transferred to the state-owned area with reference to the relevant policies for the transfer of collective non-agricultural construction land in our province.
