戴云辉，1935年出生于浙江温州市，中国美术学院旅法艺术家。早年入中央美术学院华东分院（现中国美术学院）和上海戏剧学院深造，毕业后任报社美术编辑40年。擅长人物画，以速写见长，所作笔墨酣畅，格调清新，富有浓郁的生活气息。美国海马图书出版公司为其出版《戴云辉速写集》，浙江人民美术出版社出版其多幅戏剧年画，其中《打金枝》《追鱼》两幅印数达150万张。艺术事迹被辑入《世界名人录》《世界名人辞典》《中国当代美术家名录》等多部辞书。
戴云辉还特别喜作济公画像。为了画出济公的幽默风趣、豁达乐观和为民解忧的艺术形象，曾多次走访新加坡、缅甸、泰国等东南亚济公文化场所考察写生，积累素材，所作济公画千姿百态，深得国人喜爱，济公表演者、艺术家游本昌盛赞其“把济公画活了！”

Born in 1935 in Wenzhou, Dai Yunhui studied fine arts at East China College of China Fine Arts Academy (today's China Academy of Arts) and Shanghai Theatrical Academy in early years. Then he worked as an art editor for a media for over 40 years. Dai is good at portraying human figures and his sketches are extraordinary.
A collection of sketches by Dai Yunhui was published in America. A one and a half million copies of the two of his New Year pictures were printed by Zhejiang People's Fine Arts Press. His name is in many of world's most prominent who's who books. Dai is also known for his accomplishment in creating images of Ji Gong the Crazy Monk, a popular figure in Chinese folk legends for hundreds of years.
