城乡统筹发展是解决“三农”问题的根本途径,科技是城乡统筹发展的有力支撑。本文以四川省为例,从城乡科技资源配置、农业产业化程度、农民科技素质、农业经营方式、农村人居环境、农村非农工业技术创新,分析了城乡统筹发展的科技需求;提出了科技促进城乡统筹发展的思路与原则;以集聚创新要素、壮大特色产业链、培养新型农民、探索经营模式、改善人居环境、发展农村非农工业为抓手,阐述了重点任务。
The overall development of urban and rural areas is the fundamental way to solve the “three rural issues”, and science and technology are the strong support for the coordinated development of urban and rural areas. Taking Sichuan Province as an example, this paper analyzes the scientific and technological needs for the coordinated development of urban and rural areas in terms of the allocation of science and technology resources in urban and rural areas, the degree of industrialization of agriculture, the scientific and technological quality of farmers, the mode of agricultural management, the living environment in rural areas and the rural non-agricultural industrial technological innovation. Promote the overall development of urban and rural areas of ideas and principles; to gather innovative elements, strengthen the characteristics of the industrial chain, cultivate new farmers, explore business models, improve the living environment, development of rural non-agricultural industries as the starting point, set out the key tasks.
