十五大报告明确指出:“把国有企业改革同改组、改造、加强管理结合起来。要着眼于搞好整个国有经济,抓好大的,放活小的,对国有企业实施战略性改组。以资本为纽带,通过市场形成具有较强竞争力的跨地区、跨行业、跨所有制和跨国经营的大企业集团。采取改组、联合、兼并、租赁、承包经营和股份合作制、出售等形式,加快放开搞活国有小型企业的步伐。”资产重组已成为国有企业改革的重要环节。本文就此问题谈一点粗浅认识。
The report of the 15th National Congress clearly stated: "We must combine the reform of state-owned enterprises with the restructuring, transformation, and strengthening of management. We must focus on doing a good job of the entire state-owned economy, do a good job of large-scale and small-scale, and implement a strategic reorganization of state-owned enterprises. Capital is the bond, through the market to form a large enterprise group that has strong competitiveness across regions, industries, and ownership and transnational operations, and takes the form of restructuring, joint, mergers, leases, contracted operations, joint-stock cooperatives, and sales. Let’s relax the pace of invigorating small state-owned enterprises.” Asset restructuring has become an important part of the reform of state-owned enterprises. This article talks a little about this issue.
