党的十六大报告指出,贯彻“三个代表”重要思想,核心在坚持党的先进性。党的先进性问题,是党的建设的根本问题。当前,在全面建设小康社会的历史进程中,民生问题成为广大人民群众所关注的社会热点问题。所谓“民生工程”,就是关乎人民生活、造福人民、全面提升人民生活水平的系统工程,它包含着就业、扶贫济困与社会保障三个有着内在联系又融为一个整体的三部分内容。劳动就业关系着国民与国家的发展,扶贫济困展示着社会人与人之间的价值取向,保障机制联结着社会与个人的安危。它们不仅事关最广大人民的根本利益,而且也影响着整个国家的改革、发展。因此,解决这些问题成为现阶段党的先进性的重要体现,也要求执政党在构筑宏大的民生工程中不断增强党的先进性。 一、党的先进性决定我们党必须构筑宏大的民生工程 江泽民同志明确指出,因为我们党是代表最广大人民群众根本利益的,所以全党同志的一切工作都是全心全意为人民 The report of the 16th CPC National Congress pointed out: To implement the important thinking of the ’Three Represents,’ the core is to uphold the advanced nature of the party.
