进出口商品检验工作是对外贸易活动中不可缺少的一项重要工作,它是对外贸易管制措施的一种形式,即品质管制。商品检验工作人员依法或根据当事人的申请,对进出口商品进行外观检查和内在质量测试、鉴定,既防止伪劣商品进口,损害国内消费者利益,又防止不合格商品出口,以维护国家信誉。我国商品检验行业的法制建设起步较早。从1960年至1989年,国家共制定发布了4部进出口商品检验的基本法。下面分别加以介绍。一、《商品检验暂行条例》及其细则
Inspection of import and export commodities is an indispensable part of foreign trade activities. It is a form of foreign trade control measures, that is, quality control. Commodity inspection staff shall, in accordance with the lawsuit or according to the application of the parties, carry out appearance inspections and intrinsic quality tests and appraisals of import and export commodities to prevent the import of counterfeit and inferior commodities, damage the interests of domestic consumers, and prevent the export of unqualified products in order to maintain the credibility of the country. The legal construction of the commodity inspection industry in China started earlier. From 1960 to 1989, the state formulated a total of four basic laws for the inspection of import and export commodities. Introduced separately below. I.
