普通高校的艺术教育是在教育部《关于加强全国普通高校艺术教育的实施意见》(1996[5]号文件)精神指引下开始进行的。在此基础上,2002年教育部首次对学校艺术教育颁布了《学校艺术教育工作规程》,并作为法律性文件下达到各学校。其中对学校艺术教育课程,课外、校外艺术教育活动,学校艺术教育保障、奖励和处罚等几个方面做了详尽的规定与要求。该规程的颁布对普通高校艺术教育的健康发展起到了积极的作用。目前,普通高校艺术教育经数年努力,取得的成绩是显著的。学校的艺术教育氛围正在形成,艺术教育环境建设的力度也在逐渐加大;学校的师资队伍建设、课程建设、
Art education in ordinary colleges and universities was started under the guidance of the Ministry of Education’s “Opinions on Enhancing Art Education in Colleges and Universities in China” (1996 [5] document). On this basis, in 2002, for the first time, the Ministry of Education promulgated the “Procedures for School Art Education” to the school art education and delivered it to various schools as a legal document. Among them, it has made detailed regulations and requirements on art education courses in schools, extracurricular activities, extracurricular arts education activities, guarantee of arts education in schools, awards and penalties. The promulgation of this regulation has played a positive role in the healthy development of arts education in ordinary colleges and universities. At present, the achievements made by art education in ordinary colleges and universities after years of efforts have been remarkable.
