根据中共中央关于制定国民经济和社会发展第十个五年计划的建议及原国家轻工业局的布置和要求，中国造纸协会经过广泛收集有关资料和征求各方面专家的意见，精心编制了《关于造纸工业“十五”计划的意见》，并经协会常委会讨论通过后上报国家主管部门。这一文件在表述了造纸工业在国民经济中的重要地位与作用，较全面地总结分析了国内造纸工业的现况与存在的主要问题，国内外纸业市场预测及行业发展趋势的基础上，提出造纸工业“十五”计划有关指导思想、发展目标的纲要及行业调整与发展重点、主要措施与有关政策建议。这个计划意见，与计划经济体制下的行政性指令计划不同，虽然提出了一定的发展目标，但更着重行业发展的前瞻性与导向性及相关措施与政策。对我国造纸工业“十五”发展具有重要的指导作用，值得全行业的重视、研究、探索和实施。为此，本刊特摘编了其中第四部分(“十五”计划纲要)及第五部分(行业调整与发展重点、主要措施与政策建议)的全文，以方便业内同志随时参阅。本文标题是由本刊编辑部选撷的。
According to the recommendations of the CPC Central Committee on the formulation of the tenth five-year plan for national economic and social development and the arrangement and requirements of the former State Light Industry Bureau, the China Paper Association has carefully compiled the “About Papermaking” by extensively collecting relevant information and soliciting opinions from various experts. The “Opinions on the Industrial Tenth Five-Year Plan” was submitted to the competent national authorities after discussion and approval by the Standing Committee of the Association. This document describes the important position and role of the paper industry in the national economy. It comprehensively summarizes and analyzes the current status and existing problems of the domestic paper industry. Based on the prediction of the paper industry at home and abroad and the development trend of the industry, The outline of the guiding ideology and development goals for the “Tenth Five-Year Plan” for the paper industry, as well as the priorities, main measures and relevant policy recommendations for industrial adjustment and development were proposed. This plan differs from the administrative directive plan under the planned economy system. Although it proposes certain development goals, it focuses more on the forward-looking and orientation of industry development and related measures and policies. It has an important guiding role for the development of China’s paper industry during the “Tenth Five-Year Plan” period and deserves the attention, research, exploration and implementation of the whole industry. To this end, the magazine has specifically compiled the full text of the fourth part (the “Tenth Five-Year Plan” outline) and the fifth part (the industry adjustment and development priorities, major measures and policy recommendations) to facilitate the industry’s comrades at any time. The title of this article is selected by the editorial department of this journal.
