党的十五届六中全会通过的《中共中央关于加强和改进党的作风建设的决定》指出:“加强和改进党的作风建设,核心问题是保持和人民群众的血肉联系。马克思主义执政党的最大危险,就是脱离群众。”这是一个极为重要的政治观点,也是一个极为重要的政治要求,具有很强的针对性和实践性。历史和现实的无数事实说明,人心向背是决定一个政党、一个政权兴亡的根本因素。我们共产党执政的基础是人民群众,人民群众是我们党的力量源泉和胜利之本。如果失去人民群众的信任和支持,就将最终失去政权。因此,我们必须始终把对人民群众的态度问题、同人民群众的关系问题当作第一位的政治问题,那么,怎样才能保持党和人民群众的血肉联系呢?笔者认为,要使之真正落到实处,必须做到“三个要”: The “Decision of the Central Committee of the Communist Party of China on Strengthening and Improving the Construction of the Party’s Style” adopted by the 6th Plenary Session of the 15th CPC Central Committee pointed out: “The core issue of strengthening and improving the party’s style of work is to maintain the flesh-and-blood ties with the people.” The greatest danger of the party is to be divorced from the masses. “This is an extremely important political viewpoint as well as an extremely important political requirement that is highly targeted and practical.
