本文利用 5 92个国定贫困县 1 990 -1 997年扶贫资金的使用情况及其对贫困地区经济增长所产生的影响进行了经验分析。结果发现经济增长的有条件趋同在贫困地区是存在的 ,在促成趋同的条件中人力资本居于一个相当重要的地位。西部开发应该吸取过去类似政府区域开发实践的教训 ,不应以产业投资为开发重点 ,而应注重以提高和改善人力资本为目的的投资。
This paper makes an empirical analysis of the use of poverty alleviation funds from 1 990-1997 in 5 92 nationally designated poverty-stricken counties and their impact on the economic growth in poor areas. The result shows that the conditional convergence of economic growth exists in poor areas, and human capital occupies a very important position in the conditions of convergence. The development of the western region should draw lessons from past practices of government area development. Instead of focusing on industrial investment, we should focus on investments aimed at improving and improving human capital.
