美英联军对伊拉克发动的战争,双方力量对比悬殊之大,是一场典型的非对称性战争。在新的历史时期,我军军事斗争准备的基点已转到了打赢未来高技术条件下的局部战争。应对高技术装备之敌,我们现阶段有着不少的困难,但我们也有着自己的优势,即人民战争的传统优势。落下帷幕的伊拉克战争,给我们一个重要启示,就是人民战争思想并没有过时,面对高技术装备之敌,我们必须坚持和发展人民战争的思想。一、争取民众的支持和参与是交战双方的共同性,应对高技术条件下局部战争,必须在广泛动员民众的基础上,组成战胜强敌的高素质参战力量伊拉克战争的经验教训昭示我们,面对高技术条件下的局部战争,动员民众参战,要切实实现四个转变:一是着眼战争突发快进的特点,由和平环境快速向战时紧急状态转变。高技术条件下的局部战争,强调速战速决,开战突然,战场推进快。虽然美对伊早就发出了动武的警告,但真的动武也有它的出其不意之处,特别是地面部队迅速进入,而且推进很快。萨达姆方面,他想打一场人民战争,虽然竭力动员却没有
As the U.S.-British coalition forces launched a war on Iraq, the disparity between the two sides’ strength is a typical asymmetrical war. In the new historical period, the starting point for preparing our military for military struggles has shifted to winning a partial war under the conditions of high technology in the future. In response to the enemy of high-tech equipment, we have many difficulties at this stage, but we also have our own advantages, namely, the traditional superiority of the people’s war.
