在日本投降后,1945年10月,美国政府专门致中国国民政府一份公文,商请中国派出一支由5万人组成的军队,协助盟国占领日本, 消息传来,国人无不振奋。然而,此时蒋介石正指挥国民党军队抢占抗战胜利果实,已经把最精锐的新一军派往东北,根本无暇把兵力分散到国外,只想派出一支5000人的部队去日本。可是美国再次要求中国至少派遣一个师,国民党无法推脱,最终决定由曾在河内担任受降任务的荣誉一师和荣誉二师合编成六十七师前往日本驻军。
