企业的战略决策属于企业的重大决策,它应当是主观愿望与社会实际需要科学的结合。它的正确与否,直接影响到企业的发展。它的制定,依赖于企业参谋职能的高低。本文就冶金企业的参谋职能、参谋机构的组成及其功能、企业发展战略与资金三个方面进行了探讨,强调在老企业改造或发展战略的实施过程中,参谋职能低、决策犹豫及资金缺乏是最突出的矛盾,所以应组成素质好、能力强的实体性参谋机构,理顺三者关系,才能使企业的发展战略得以顺利制订与实现。
The strategic decision of an enterprise is a major decision of the enterprise. It should be a combination of the subjective aspiration and the scientific needs of the society. Whether it is correct or not will directly affect the development of the company. Its formulation depends on the level of the corporate staff. This article discusses the three aspects of the staff’s role in the staff, the composition and function of the staff, the company’s development strategy and capital, emphasizing that in the implementation process of the old company’s transformation or development strategy, the staff has low functions, hesitancy in decision-making, and lack of funds. It is the most prominent contradiction. Therefore, a solid staff with good quality and strong capabilities should be formed to rationalize the relationship between the three parties so that the company’s development strategy can be successfully formulated and implemented.
