从2002年底开始,我省在农村组织实施“双培双带”先锋工程,即把农村党员、干部培养成发展能手, 把农村发展能手培养成党员、干部,带头致富,带领群众共同致富。从各地的实践情况看,“双培双带”先锋工程得到了农村党组织、农民党员、发展能手和农民群众的积极响应。截至去年底,全省农村培养入党积极分子12．6万人,发展党员3．5万人,其中发展能手分别占51％;各地培训党员干部88．6万人次,培训发展能手21万人,建立示范基地1．3万个,确定示范户14．1万户,参加“双培双带”的党员43．2万人,带动农户100多万户。实践证明,“双培双带”先锋工程是新时期农村党建工作的有效栽体,有利于更好地发挥农村党员的先锋模范作用,有利于促进农村经济发展和广大农民增收致富。
