为提高应急资源的动员效率、保障巨灾情景下的应急资源供给,需要科学地选择应急资源动员点。根据应急资源动员点内涵以及应急资源需求特征,构建应急资源动员点选择指标体系,包括5个一级指标和13个二级指标;设计基于博弈论组合赋权的逼近理想解排序法(TOPSIS)的应急资源动员点选择模型。实例分析结果表明,利用博弈论组合赋权法计算指标综合权重,能兼顾主观和客观因素,结果更加合理;同时,用改进的TOPSIS法选择应急资源动员点,能从多个指标综合考虑动员点的情况,更科学地计算出各动员点对最优方案的接近度,进而确定动员点的优先顺序。
In order to improve the mobilization efficiency of emergency resources and ensure the supply of emergency resources in catastrophe scenarios, we need to select the emergency resource mobilization point scientifically. According to the connotation of emergency resources mobilization point and the characteristics of emergency resources demand, this paper constructs a selection index system for emergency resources mobilization point, including five first-level indicators and 13 second-level indicators; designs approximation ideal solution ordering method (TOPSIS) Emergency Resource Mobilization Point Selection Model. The result of case analysis shows that the comprehensive weight of indicators can be calculated by game theory combined weighting method, and the subjective and objective factors can be taken into consideration. The result is more reasonable. At the same time, using the improved TOPSIS method to select emergency resource mobilization points, , We can calculate the proximity of each mobilization point to the optimal scheme more scientifically and determine the priority of mobilization point.
