Kaiping Mining Bureau is a well-run official business run by the Westernization School. Combining the history of the establishment and operation of this enterprise, it is possible to discuss some of the features and historic functions of the government-supervised enterprises and start-up enterprises and may contribute to the current discussions on the Westernization Movement.
