中国国家建设部2008年8月1日公布了《国务院关于编制全国主体功能区规划的意见》提出要编制“全国主体功能区”规划,将国土空间划分为优化开发、重点开发、限制开发和禁止开发四类,本文就在现行的财政体制存在有不适应之处的背景下提出建议。
