《水利经济计算规范》SD139-85(下称《规范》)已经水利电力部正式颁发试行。《规范》要求所有水利规划、水利工程的可行性研究和设计文件,都必须包括有相应深度的水利经济计算和评价的内容。《规范》适用于较大江河的流域规划和大中型水利工程的可行性研究及初步设计阶段。中小河流规划和小型水利工程可参照执行,适当简化。再者,当前水利工作方针为“加强经营管理,讲究经济效益”,1985年国务院又连续批发了关于水利综合经营和水费核订计收等两个文件,水利综合经营的主体为水、土资源的综合经营。水费核订亦即水的理论
