当下,实施宽严相济刑事司法政策,构建和谐社会,正在成为我国具有广泛社会认同感的共同目标。但是,由于我们在执法理念、法律规定、队伍素质等方面存在诸多问题,致使检察机关捕诉环节在贯彻该政策过程中并未很好体现该政策的精神,制约着该政策的实施。我们应当通过树立现代执法理念、坚持严打方针不动摇、完善相关的配套制度和措施等举措来确保该政策的有效贯彻。
At present, implementing the criminal justice policy of temper justice with mercy and building a harmonious society are becoming the common goal of our country with a wide range of social identities. However, due to many problems in the law enforcement concept, the law and the quality of the team, procuratorial organs have not properly reflected the policy during the process of carrying out the policy and restricted the implementation of the policy. We should ensure effective implementation of the policy through establishing the concept of modern law enforcement and upholding the principle of unswervingly strike hard at work and perfecting relevant supporting systems and measures.
