我军精减整编过程中,由于种种原因,军队后勤系统并没有做到相应精减。当前,收缩摊子是军队后勤的一项重要任务,其中对全军现有营房的调整处理是一个重要方面。笔者认为,要保证收缩营房摊子顺利进行,并收到军事的、经济的、住用的多方面效益,在实践中应处理好四个关系。第一,要处理好收缩与建设的关系。从总体上看,我军营房不是少,而是多。但具体到某一单位,情况就不尽相同,有的余房,有的缺房。对余房单位,一般来说应核定面积,限额住用,相对收缩。但对缺房单位,在通过调整利用后仍无法解决的,则该建设的还是要建设,特别是对新组建单位 During the process of streamlining and reorganization of our army, due to various reasons, the military logistics system did not achieve the corresponding reduction.
