本文是根据铁道部副部长石希玉同志于1985年10月在“全国交通工作座谈会”上的发言材料删节而成的,删节稿已征得作者的同意。文中分析了当前的铁路运输形势和造成铁路运输紧张的原因及存在的问题;回顾了铁路近年来在挖掘潜力、提高运输能力方面所采取的10条措施;阐述了铁路在新形势下进行改革的必要性和设想;列举了“七五”铁路建设的方针和重点等,对今后我国铁路工作有重要指导意义,特推荐给广大读者。
This article is based on the abridgement made by Comrade Shi Xiyu, Vice Minister of Ministry of Railways, at the “National Traffic Work Symposium” in October 1985, with the author’s consent. The paper analyzes the current situation of railway transportation and the causes and existing problems caused by railway transportation tension. It reviews 10 measures taken by the railway in recent years to tap the potential and enhance the transport capacity. It also elaborates on the railway reform in the new situation Necessity and assumptions; enumerating the guidelines and priorities of the “Seventh Five-Year Plan” for railway construction, which will be of great guiding significance to the railway work in our country in the future, and especially recommending it to the readers.
