一、前言现行中小型水库是以设计保证率代表年的径流和其相应的灌溉用水流量,进行水量平衡计算确定灌溉面积的,并称其为设计灌溉面积。显然这是保证灌溉面积。可是就把这个面积,当作设计总面积了,也是灌溉总效益了,渠系建筑物也都按这样流量进行设计。笔者认为一个水库的设计灌溉面积,也应和水电站装机容量一样,装机容量大于保证出力,而水库的设计灌溉面积,也应大于保证灌溉面积,因为正常年份和丰水年份的来水量,要比设计保证率年份大
