随便打开一部有关企业的“大词典”或“大全”之类的工具书,既或内里不完备,我敢说,照章去做,企业早就念佛了。照直说吧,有关企业的各种法律、法规和政策,在企业还远远地不能照办,原因当然还是一句套话:错综复杂。但有个“牛鼻子”问题——人人心中有,嘴上不肯说的问题,那就是:“人治”从中作梗。说句“理论话”,是“权”在欺“法”。这个根本问题得不到解决,企业,特别是乡镇企业,要想健康成长,“难于上青天”。试举几例——
If you open a book about a company’s “big dictionary” or “encyclopedia,” it is either incompetent or internal.
