The last two decades has seen a major development is the Strategic Environmental Assessment process in Hong Kong. One of the first SEAs was that undertaken as part of the Port and Airport Development Strategy Study. One of the hallmarks of that SEA was that extensive mathematical modelling was able to be conducted as essentially "money was no object and time was plentiful". However times change and it is generally the case that the expectations of the outcome are inversely proportional to time and budget.
