Ever since Birnbaum (1968) introduced the three-parameter logistic model (3PLM),the estimation of item parameters has proved to be challenging (Thissen & Wainer,1982).Mislevy (1986) pointed out that the essential difficulty is the sparse data for the guessing parameter, yielding unstable maximum likelihood estimates (MLEs).
