  There were many factors which influencing quality of government statistics data.In China today,the weakness of statistics foundation was the main factor which restricting quality of statistics data improved.It was showed generally as:the institutional foundation which statistical survey methods depended on was forfeited,because of the mechanism firm operation changed.At the same time the new methods and mechanisms adapted new situations was not established.The difficulty of skeleton statistical works was increased greatly.HI quality resources centralized mainly in National Bureau of Statistics of China and many provincial bureaus of statistics because of mechanism against the statistical resources allocation.Skeleton statistical institutions had the problems generally,such as,bad conditions of work,understaffed,weak technique,lack of statistical resource.And staffs of skeleton statistical institutions has the same problems too,such as,low salary,low social class.These situations influenced continuity of statistical works and weakened statistical foundations.
