This research brings together a collaboration of academic resources from mainland China and from the United Kingdom to perform an in-depth study of the offshore outsourcing industry within one of China's main cities and centres of outsourcing activity:Xi'an,in Shaanxi Province.The aim of the research,in the first instance,is to establish a framework of strategic success factors deemed necessary for Xi'an to establish a viable software and services export industry.Thereafter,in November 2008,we did an initial investigation,visiting 7 software companies where we interviewed 9 managers who work in those companies.Depending on the results of the initial study,those areas that are deemed most influential in providing a successful environment for Xi'an were more closely investigated in May 2009.We visited 7 more software companies and revisited 2 of the 7 companies that were investigated in 2008.We performed 8 interviews with top managers who work in those software companies.At the same time,we conducted a questionnaire survey,collected 201 answered questionnaires from 13 software companies that were visited by us.The respondents are employees who participate in outsourcing projects.We have some findings from this research,which might provide insightful implications to both academics and practitioners,including both clients and suppliers in information system outsourcing iedustry.
