　　To solve the current problems of the Evaluation of Teaching Quality (ETQ), this paper attempts to propose a new evaluation method by combinatorial using of Set Pair Analysis (SPA) and Homogeneous Markov Chains (HMC).It analyzes the state changes of students academic grades utilization of HMCs to eliminate the influence of their existing foundations, then efficiently deals with the influence of subjective and indefinite based on Set Pair Analysis in the preponderance of researching uncertainty problem, and synthetic evaluates teaching quality and predicts its development tendency.Finally, it takes an example to explain how to use this method.
