  In this paper, we develop a comprehensive evaluation approach based on grey analytic hierarchy process (also known as mixture analysis method).And a practical application of the developed approach to the problem of utilizing waste heat of several hospital buildings near the business district heating to the four different programs for a comprehensive evaluation is given.
