  Yellow River is famous not only because she is the cradle of Chinese civilization, but also because she is the largest amount of sediment around the world.Although Yellow River has been safe year after year since 1949, the potential danger is more serious than before with the rising bottom at the lower reaches by the sediment.All the problems of Yellow River are caused by the serious water and soil loss in the Loess Plateau in the Middle Yellow River Basin.As we all know, vegetation is very useful for water and soil conservation.In this sense, conservation and restoration of the vegetation of the Loess Plateau is not only one of the key measures to restore the environment of the Loess Plateau, but also one of the key measures of managing Yellow River.But the shortage of water resource limits the pace of the conservation and restoration of the vegetation of the Loess Plateau.This paper indicates that it may solve this problem by using the three sorts of water resource of virtual water, green water and blue water.And it may solve all problems of Yellow River if the other measures are carried out.
