　　For enterprises of carbon emission reduction carbon quota can not bring incentives to enterprises in the second year.We need to design a dynamic compensation policy to reduce the degree of quota reduction.And the compensation is established in the reduction of emission intensity.If enterprise wants to get more quotain the second year it must make efforts to reduce their emissions intensity to make contribute to the reduction of average emission intensity of all enterprises.This compensation reflects the principle of fairness,which reduces the impact of the benefits of enterprises whose quota declines quickly.
