This thesis analyzes the structure and evolution of the cybercrime regime in the framework of the cyberspace governance complex regime.The technological developments,internet penetration in the global and domestic societies and its impact,the actor proliferation and the distribution of power and decision-making capabilities of them gencratcd two opposed trends,one towards the fragmentation of the Internet and another towards the integration.This thesis aims to dismiss the concept of technical aspects of cyber governance as non-political and relocate the states as the main actors promoting centralization.The evolution of the cyberspace complex regime has put the security as a core element in the state dispute against other actors for the right and the legitimacy to govern cyberspace.Nevertheless,due to private ownership and penetration effects of these companies,a process of bargaining and negotiation is in place.
