Auxiliary police system originated from common law countries(regions).The United States,Canada,Britain,Australia and other countries(regions) build auxiliary police team to resolve the manpower shortage problem of the police force.In recent years,the condition of public order in Huqiu District becomes more severe,the police workload keep increasing and numerical strength is relatively inadequate,but restricted by the establishment and funds of the police,it is not realistic to increase the number of the police and financial input,so developing auxiliary police become a necessary measure.Due to the problems of auxiliary police enroll program,responsibility,authority,development prospects,funds safeguard and management oversight still remains unsettled,the research of enhancing the management of auxiliary police is a necessary and practical research topic.This paper takes Huqiu District in Suzhou City as a case,adopts literature research,positive analysis and inductive reasoning method.First of all,we hackled the origin and development history of auxiliary police system.Secondly,we analyzed the number and composing,hiring and firing,classification method,compensation system and daily management of Huqiu District auxiliary police,found out a series of common problems of this auxiliary police force.Finally,through analyzing the successful experiences of auxiliary police system in Hong Kong,the United States,France and other countries or regions,combined with the basic theory and practical method,we gave new thought to enhance and improve the management level of Huqiu District auxiliary police,offered some countermeasures and suggestions to promote the benign development of auxiliary police.
