In recent years, many countries attach great importance to the "Production, Learning and Research’s Combination".Almost all of the large-scale companies which achieved great success are through this way. With the development of society, the government paid much more attention to the "Production, Learning and Research’s Combination" than before.This is a useful method in the scientific and technological innovation. This is also an effective way to make the university’s research results into products.The Japanese started to promote this program in 1950s and has achieved fruitful results; they also gained a lot of successful experience.In 1980s, the Japanese governments put forward a series of policies to guide companies to cooperate with universities and national research institutions.Through several decades of exploration and development, this program has made great achievements, but how to make university research to create more results, how to get higher interest, and what should the government do to make the company do more cooperation with universities and national research institute, on these issues, the Japanese government is also looking for a positive way to act.In Japan the "Production, Learning and Research’s Combination" program started in 1950s, this program has made great achievements. The main reason is that the Japanese government’s policy was made depending on the economy of that time.Its developing process may divide into three stages. Namely, the 1950s to the 1980s:the beginning stage;the 1980s to the 1990s:the development stage and the 1990s until now mature stage.This paper mainly discussed the start of the "Production, Learning and Research’s Combination" program and different policies of each stage related to the program.Based on this, we evaluate the policies and discussed the effect of these policies. The progress of the "Production, Learning and Research’s Combination" program is not smooth,the problem of each stage are not the same, in this paper we discussed the solutions to these problems and based on this to predict the future of the "Production, Learning and Research’s Combination" program.
