电子政务是现代信息管理观念与信息技术融合的产物,其实施为政府提高公众服务的能力及建设阳光政务和透明政府提供了有效手段。电子政务模式是电子政务建设的核心,关系着电子政务可持续发展的前景。从分析电子政务服务主体、服务质量、服务环境、服务目标的视角入手,设想重构云南省电子政务模式为“服务导向型”的目标模式、“大部制”的组织模式、“外包”的建设模式和“参与互动”的运行模式,期冀能为促使云南省政府信息化建设走向良性发展的轨道搭建一个可操作的平台提供指导。
E-government is the result of the integration of modern information management concepts and information technology. The implementation of E-government provides an effective means for the government to improve public service capacity and build sunshine government and transparent government. E-government model is the core of e-government construction, the relationship between e-government sustainable development prospects. From the perspective of analyzing the subject of E-government service, service quality, service environment and service goal, it is envisaged to reconstruct the target model of E-government in Yunnan Province as “service oriented” and the organizational mode of “majority system” “Outsourcing ” and “Participation and Interaction ” mode of operation, so as to provide guidance for building a feasible platform for promoting the construction of informatization in Yunnan province towards benign development.
