根据以莱斯特·M.萨拉蒙为核心的美国霍普金斯大学非营利部门比较项目组历时15年,对六大洲40多个国家公民社会组织进行的比较研究,最能够覆盖这些组织共同性的特征有以下五点:“(1)组织性(organized),即这些组织都有一定的制度和结构;(2)私有性(private),即这些组织都在制度上与国家相分离;(3)非营利性(not profit-distributing),即这些机构都不向它们的经营者或‘所有者’提供利润;(4)自治性(self-gover-ning),即这些机构基本上是独立处理各自的事务;(5)自愿性(voluntary),即这些机构的成员不是法律要求而组成的,这些机构接受一定程度的时间和资金的自愿捐献”。
