农民工是我国经济和社会双重的产物。他们的出现和壮大对城市工业化、农村现代化具有显著意义。然而关于农民工政策却严重滞后于农民工队伍的发展,成为农民工融入城市生活、实现新型劳动者身份转变的主要制度性障碍。本文从政策科学化的角度探讨我国农民工政策存在的问题和缺陷,进而为农民工政策的科学化、民主化、法制化寻找出路。 Migrant workers are the dual product of our economy and society. Their appearance and growth have significant meanings for urban industrialization and rural modernization. However, the policy on migrant workers has lagged far behind that of migrant workers and becomes the major institutional obstacle to the integration of migrant workers in urban life and the new status of workers. This article explores the problems and shortcomings in China’s peasant-worker policy from the perspective of policy scientification, and then finds a way out for the scientific, democratization and legalization of peasant-worker policy.
