一九四八年三次省教育会议,恢复普通中学时,为吸收劳动人民子女入学,曾设公费生,名额亦有具体分配,在解决贫苦劳动人民子女,求学问题,起了重大作用,至一九四九年省府又颁布『山东省普通中学助学金暂行办法』,但因财政困难,助学金粮款并未增加,亦未重新分配,因此凡解放较晚与新设学校,即未有分配公费生名额,因而影响某些在校贫苦劳动人民子女求学,现更有不少学生,因灾荒严重家庭生活困难,无法维持学习,曾经各校发动生产节约,互济互助解决了一部份学生的困难,为更广泛的解决学生生活困难,使灾区教育坚持下去,兹决定对中学助学金作必要的增加与适当的调整,具体办法规定如下:一、助学金名额根据城市与乡村,新区与老区,灾区与非灾区,重灾区与轻灾区等不同条件,并照顾到目前学生减员失学实
In the three provincial education conferences of 1948, when the ordinary middle schools were reinstated, in order to absorb the children of the working people, they had set up publicly-funded students, and the quotas were also allocated concretely. They played a major role in resolving the problems of children of poor working people and schooling. In 1949, the provincial government promulgated the “Interim Measures for Grants for General Secondary Schools in Shandong Province”. However, due to financial difficulties, the amount of scholarship funds has not increased and has not been re-allocated. Therefore, when liberation is late and a new school is established, public funds are not allocated. Because of the number of places, it affects some children of poor working people who are studying in schools. Many students are now living in school because of famine. Family life is difficult and they cannot maintain their studies. Once the schools started to save production, mutual aid helped solve some of the students’ problems. Difficulties, in order to solve the difficulties of students’ lives more broadly and persist in education in disaster areas, we decided to make necessary and appropriate adjustments to the secondary school grants. The specific rules are stipulated as follows: 1. The places for grants are based on urban and rural areas, new and old areas, and disaster areas. Non-disaster areas, hard-hit areas and light-hit areas, and other conditions, and take care of the current student loss and dropouts
