学术界对于智慧城市以及智慧城市治理方面的研究关注度与日俱增,但是研究方法的碎片化又导致争论不断。本文通过分析一个包含51篇文章的资料库并标明其变化,将争论进行了归类和阐述。分析表明,各出版物强调的重点在以下方面有所不同:①将智能技术、智慧人群或智慧协作用来定义智慧城市的特征;②以变革或增量的视角来分析城市治理的变化;③将一个更好的结果或更加开放的过程作为智慧城市治理的合理诉求。我们主张这样一个全面的视角:智慧城市治理是通过使用信息通信技术来创建人类协同合作的新形式,从而获取更好的结果和更为开放的治理过程。智慧城市治理的研究可以受益于以往关于电子政务成功和失败因素的研究,依赖社会技术变革的复杂理论。本文强调,智慧城市治理并不是一个技术问题:我们应当将其视为一个制度变革的复杂过程,并且认识到社会技术治理动人愿景的政治特征。
There is a growing awareness in academia of smart city and smart city governance research, but the fragmentation of research methods has led to controversy. This article classifies and elaborates the argument by analyzing a database of 51 articles and identifying the changes. The analysis shows that the emphasis that each publication emphasizes is different in the following areas: (1) using smart technologies, smarter people, or intelligence to define the characteristics of a smart city; (2) analyzing changes in urban governance in a change or incremental perspective; (3) Think of a better outcome or a more open process as a legitimate claim to smarter city governance. We advocate a comprehensive view that smarter city governance is to create better outcomes and a more open governance process by using ICTs to create new forms of human collaborative collaboration. Research on smart city governance can benefit from the past research on the success and failure of e-government and on the complex theory of social-technological change. This paper emphasizes that smart city governance is not a technical issue: we should view it as a complex process of institutional change and recognize the political nature of the moving vision of social technology governance.
