在加强和创新社会管理的战略之下,作为对刚性社会管理的修正和补充,柔性社会管理在本质上是以人为中心的管理,在起点上强调个体需求,在过程上强调多元参与、自治和社会服务,在结果上强调个体需求的满足。柔性社会管理之所以成为可能,源于转型社会对情理的需要,非政府组织的自治对传统行政方式的改善,以及中国社会发展滞后的现实压力。推行柔性社会管理的关键是增加社会结构的弹性,发展社会组织,增强社会组织的能力,将政府从事后的行政执法转向事前的社会服务,减少政府行政层级,改革政府绩效考核方式,使得社会管理能够识别、传递和满足民众的需求,只有这样,才能真正做到以人为本。
