政府政策的制定是国家意志的体现,旨在为保障广大人民的利益进行更为有效的引导和监督。然而,现实生活中,上有政策,下有对策的现象层出不穷。对此,基于ISO9000质量体系的原理、本身的灵活性及其原则对于不同组织的适用性,为提高政策质量,使其更能代表人民群众的利益,增强其实施的稳定性,本文作者探索建立CPI模式,即围绕顾客(Cus-tomer)、政策制定程序(Process)、以及跟踪观测后的改进(Improvement)三方面对政策进行质量管理。
The formulation of government policies is the embodiment of the will of the state, aiming to guide and supervise the interests of the broad masses of people more effectively. However, in real life, there is an endless stream of policies and countermeasures. In this regard, based on the principle of ISO9000 quality system, its own flexibility and applicability of its principles to different organizations, in order to improve the quality of policies so that they can better represent the interests of the people and enhance the stability of their implementation, the author of this article explores the establishment of The CPI model is about quality management of policies in terms of Cus-tomer, policy development process, and follow-up improvement.
