当前建筑业的经营管理,仍然是采用旧的模式。相当一部分建筑企业仍存在工期长、质量差、成本高、效益低、管理落后的问题。主要表现在:生产工人技术水平和素质不高,出工不出力,人工费超支严重,管理机构臃肿,人浮于事,施工原材料管理混乱,投入产出不成比例,滴、漏、跑、冒现象时有发生。这些严重影响了建筑业经济效益的正常实现,不同程度地损害了国家、集体、个人三者的利益。
The current management of the construction industry still adopts the old model. A considerable number of construction companies still have problems with long construction period, poor quality, high cost, low efficiency, and poor management. Mainly manifested in: the technical level and quality of production workers are not high, work can not be done, the overswing of labor costs is serious, the management organization is overstaffed, people are overstaffed, the management of construction raw materials is chaotic, and the input and output are disproportionate, when there are drops, leaks, runs, and risks occur. These have seriously affected the normal realization of the economic benefits of the construction industry, and have harmed the interests of the state, the collective, and the individual in varying degrees.
