京包兰通道是我国北部路网主通道,其集包段还是我国重要的煤炭外运通道,既有线运输能力日趋饱和亟需改造,集包铁路通道运输需求的特征为客运快速、货运大能力,新建集包三四线不仅提高了通道运输能力和运输质量,而且完善了路网结构,意义重大。从京包兰铁路通道功能定位的分析入手,依据客货运输需求分析确定集宁至包头段通道建设目标,进一步研究新建线与既有线的运输分工方案,根据运输分工方案来确定新线的建设标准,提出三大运输分工方案,即新建客专、货专、客货共线铁路,新线与既有线分工协作共同承担通道客货运输需求,从运输能力及运输质量、工程投资及经济性、施工干扰、建设时机及工期、路网发展、运输组织灵活性等方面综合分析,提出新建线按照客货共线标准建设的推荐意见。
