The author uses “decomposition-coordination” technology of large-scale system theory as the guide to design the result system. It is composed of two control layers: the disaster loss rate is divided into the basic control layer and the average loss rate for many years is the auxiliary control layer. In the application of the results, the district is taken as the basic basis and the average annual loss rate is used as a reference basis to jointly determine the premium rate. The multi-year average loss rate zoning is based on the type area division system. It not only reflects the macroscopic distribution law of disaster loss rate, but also characterizes the spatial distribution differences of disaster loss rate and microscopic degree so as to make the determination of regional rates more accurate and reasonable
