增强企业特别是全民所有制大中型企业有活力,始终是整个经济体制改革的中心环节。经过12年的改革开放,虽然国家从法律上赋予了企业生产经营、产品销售、劳动人事、内部分配等方面的自主权,全民所有制大中型企业发生了深刻变化,有了长足的发展。但是,《企业法》赋予企业的自主权还没有得到完全落实,企业还没有真正活起来,仍然面临着诸多困难和矛盾。因此,进—步深化企业改革,搞活大中型企业,切实贯彻《企业法》是当务之急。本文旨在通过对广州市大中型企业活力的实证性分析,进而就搞活大中型企业提出若干政策性建议。
Enhancing the vitality of enterprises, especially large and medium-sized enterprises owned by the whole people, has always been the central aspect of the entire economic reform. After 12 years of reform and opening up, though the state has legally given its autonomy in production and operation, product sales, labor and personnel, and internal distribution, the state-owned large and medium-sized enterprises under ownership by the whole people have undergone profound changes and have made great strides. However, the “enterprise law” has given enterprises autonomy has not been fully implemented, the enterprise has not really survived, still faces many difficulties and contradictions. Therefore, further deepening enterprise reform, invigorating large and medium-sized enterprises, and earnestly implementing the “Enterprise Law” is a top priority. The purpose of this paper is to make empirical analysis of the vitality of large and medium-sized enterprises in Guangzhou and to put forward some policy recommendations on invigorating large and medium-sized enterprises.
