人事、劳动、分配三项制度是制约着煤炭企业竞争力的提高。为此 ,提出要构建管理人员能上能下、职员能进能出、收入能增能减的机制 ,并提出相应的具体措施。
Personnel, labor and distribution of the three systems is to restrict the competitiveness of coal enterprises to improve.
