在萧诗著的《毛泽东谋略》一书中,提到在上个世纪50年代的上海,广泛流传着这样一则故事:毛泽东会见资本家后,召见刘少奇和周恩来,向他们提出一个有趣的问题:你们怎样才能使猫吃辣椒?刘少奇说:“这还不容易?你让人抓住猫,把辣椒塞进它嘴里,然后用筷子捅下去。”毛泽东很不满意地摆了摆手:“决不能用暴力,每件事应该是自觉自愿的。”周恩来说:“我首先让猫饿3天,然后,我把辣椒裹在一片肉里,如果猫非常饿的话,就会囫囵吞枣般地吃下去。”毛泽东显然也不同意,因为在他看来,不能用欺骗手段愚弄人。他的办法是:“可以把辣椒擦在猫的屁股上,当它感到火辣辣的时候,它就会自己去舔掉辣子并为能这样做而感到高兴不已。”
