After World War II, the pattern of international relations has undergone tremendous changes. With the formation of the bipolar pattern of the United States and the Soviet Union, the Japanese government has adopted a policy of “one side to the United States” and the United States and Japan have become the fundamental cornerstone of Japan’s diplomacy. Therefore, on the issue of China, Japan has followed the pace of the United States and has always taken a hostile attitude towards New China. However, by the 1970s, with the changes in the international situation, especially the improvement of the Sino-U.S. Relations, there have also been subtle changes in Sino-Japanese relations. The arrival of Tanaka Kakuei soon realized the normal diplomatic relations between China and Japan, bringing a fundamental turning point in the relations between the two sides. In the face of the current tense situation caused by the Japanese government, which led to tensions in Sino-Japanese relations and how the two sides can get out of the doldrums, we may wish to find a clue from the reasons why the Central Government changed its policy on China.
