本标准是由全国防尘防毒工程标准化技术委员会提出，经国家技术监督局批准立项的国家标准。针对我国小型工业企业劳动卫生基本技术条件缺乏的状况，特制定出本标准，为小型工业企业从建厂之始就提供可操作性强的劳动卫生一级预防措施，改善劳动环境，减小职业危害程度，保障职工身心健康提供法律依据。本文为标准的研制报告，介绍了标准的主要内容，论证了制定标准的目的和意义、理论依据、编制原则和方法及可操作性等，并对标准作出了结论性的评价。
This standard is proposed by the National Anti-dust Anti-virus Engineering Standardization Technical Committee approved by the State Bureau of Technical Supervision project of the national standards.
